Public procurement will be carried out online, and after 2018 all public procurement activities will be carried out exclusively online, Bogdan Puscas, president of the Romanian Employers Association (ANAT) said at a conference.
“The implementation norms of the two laws we proposed, the open procedure, restricted and the competitive procedure in one stage is conducted exclusively online. If you also add the fact that in order to make a direct procurement for the first time you will have to check the electronic catalogue in the system, you will see that today, most acquisitions are connected to the online environment,” Puscas told representatives of city halls around the country present at the Local Public Administration Forum at the Parliament Palace.
After 2018, all public procurement activities in Romania will be carried out exclusively online, Puscas said. The new public procurement system, SICAP, which will replace SEAP, will be tested by the Agency for the Digital Agenda between July 27-31, Puscas said last month.
