Former RADET special administrator Sorin Chirita to become Bucharest’s first City Manager

The former special adminitrator of RADET, Sorin Chirita, was appointed the first City Manager of Bucharest City after winning a competition held by the Bucharest City Hall.

Constanta-born Chirita has a degree in economy, psychology and law. He took project management, regional development, public acquisition, urbanism and mediation courses and has served as special administrator of The Autonomuous Office of Thermic Energy Distributions Bucharest (RADET) starting 11 October 2016. Chirita is Bucharest Mayor’s advisor for attracting European funds.

Three other candidates ran for the position, namely Constantin Dragan, Pavel Marian Popoaca and Bogdan Alexandru Suditu.

Bucharest city councillors agreed on February 28 to create the position of public administrator of the Bucharest City, which will be managed directly by the Bucharest mayor.

The prerogatives of the public administrator include organizing, coordinating and managing the activity of the Bucharest City Hall, as a partner of the top management in the process of strategic decisions. The Bucharest Mayor can give the Bucharest Manager a mandate as main credit coordinator. In addition, the public administrator has other tasks that can be awarded through administrative acts, internal notes and legal amendments.

According to Gabriela Firea, the public administrator represents a specific function of the local public administration that earned its place in countries with a modern and efficient administration. The purpose of introducing this function is to help the public administration become more professional and improving and streamlining the services provided to citizens.
