Romania still registers the biggest VAT collected deficit in EU, of 37.2 percent, according to the European Commission (EC), which means an uncollected amount of approximately EUR 7.7 billion, bigger than the amounts allocated to Romania in 2017 for education, investments in infrastructure or healthcare, said this Friday the consultancy company PwC Romania.

“The uncollected VAT is bigger than the Romanian budget allocation for 2017 for education, infrastructure investments or healthcare,” said the taxes per income and indirect taxes leader of PwC Central and Eastern Europe, Daniel Anghel.

O solution for the increase in VAT collected level would be the good practices of the other member states, with concrete results within a reasonable period after consultations with the business environment and if it’s the case, with the European Commission, according to PwC.

„There are solutions that had an important role in the collection level increase, as well as on the positive impact perspective over the business environment, such as the : Standard Audit file for taxes, the obligation of a certified bills software usage or the maintenance of a data base for the centralized monitorization of the VAT,” added Anghel.

According to the study, Romania registered an improvement of the VAT collected during 2015.

“The VAT evasion diminished mainly due to the switch to reduced VAT quota for food and due to the collateral measures such as the reverse taxation and the limitation of payments in cash,” concluded Anghel.

The EC’ study on the VAT collected deficit in the EU member states, comprises data for 2015.
