Supreme Defence Council approves Romanian army endowment plan

The Supreme Council of Country Defence (CSAT) approved on Tuesday the 2017-2026 Endowment plan of the Romanian Army, the Presidential Administration announced.

According to the Presidential Administration, the endowment plan of the 2017-2026 Romanian Army was withdrawn from the agenda of the CSAT meeting on 4 July, because it had not been adapted to the provisions of the National Political Agreement for the allocation of the 2 percent of GDP for defence assumed at beginning 2015 by all political parties at the initiative of the Romanian head of state Klaus Iohannis.

The revised form of this plan, which respects the implementation of the agreement, was presented to President Klaus Iohannis by Defense Minister Adrian Tutuianu on July 26.

“The 2017 – 2026 Endowment plan of the Romanian Army is the document through which the multi annual planning for the supply programs is carried out in accordance with the provisions of the Romanian Army Endowment Strategy and the Program for the Transformation, Development and Endowment of the Romanian Armed Forces by 2026 and beyond.

The endowment programs include all activities carried out to equip the Romanian Armed Forces with weapons, fighting and military equipment, based on the approval of the Certification Oversight Board and which comprise the procurement, delivery, testing and entry procedure of the planned products in the required quantities and the required quality requirements.

In May the Parliament approved the start of procedures to award contracts for eight endowment programs, which exceed EUR 100 million each. In order to carry out these programs, with multi annual funds of EUR 9.8 billion the national defence industry will be involved.

“The Romanian Army must benefit from a coherent and firm allocation of resources, as underfunding the defence would impact in a serious way the carrying out of missions and the operational capacity of our Army,” the Presidential Administration stated.
